Meghna Paul is a Ph.D. student in Public Policy at Georgia State University. Her research centers on identifying causal factors that enhance state and local public finance management, with a broader interest in evidence-based approaches to public budgeting and fiscal policy.
At the Andrew Young School of Policy Studies, she is pursuing her doctoral studies within the Public Management and Policy program.
Paul has contributed to several high-profile research projects. She co-authored the FY 2025 Tax Expenditure Report published by the Fiscal Research Center at Georgia State University. Her work also includes a performance audit on nonprofit hospital tax exemptions for the Georgia Department of Audits and Accounts, and a policy brief for the Volcker Alliance titled State Tax Cuts After the Pandemic: Strategies to Sustain Fiscal Health.
She has received multiple honors for her academic work, including being named a 2025 Founders’ Fellow by the American Society for Public Administration and receiving the Best Poster Presentation Award at the 2023 Association for Budgeting and Financial Management conference.
